Is not knowing something a crime?
There are exceptions, but the overwhelming majority of crimes don't require that the defendant know that their conduct is illegal. As generally applied, this rule isn't controversial.
In California and elsewhere in the United States, ignorance of the law cannot be used as a defense as per a fundamental legal principle. People charged with criminal offenses would begin claiming ignorance if it was accepted as an excuse.

Some states allow children to be prosecuted as adults at 10, 12, or 13 years old. Children as young as eight have been prosecuted as adults.

What is excusable ignorance?
The excusable ignorance objection claims that one cannot be held responsible in a morally meaningful manner for the unforeseeable consequences of one's actions.

Felonies are the most serious crimes. They are either supported by a heinous intent, like the intent to kill, or accompanied by an extremely serious result, such as loss of life, grievous injury, or destruction of property. Felonies are serious, so they are graded the highest, and all sentencing options are available.
Criminal omission is based on the theory that failure to perform a legal duty when one has the capacity to do so is a substitute for the commission of a defined offense when the harm done is the same.
